November 17, 2010 - There will be a public hearing Thursday November 18, 2010 at 7:00 p.m. in City Hall to discuss and hear comments and questions regarding the Owner Occupied Housing Grant. November 11, 2010 - Thank you to our Veterans who have served our great nation in all wars and conflicts.

The City of Montrose is now connected to the Rathbun Regional Water Association. Water is coming through their lines from the City of Keokuk. In October, the City took a base meter reading. The City will take another reading around November 15. This will be the first reading actual reading. At the end of November we will send two utility bills. One will be for $62.01 and is the bill you will pay by December 10, 2010. The other bill will show the number of gallons used and will also show the amount you would have paid if we were actually billing you for usage. At the end of December, the City will send another bill that shows the actual number of gallons used between mid-November and mid-December 2010. It will also show the actual number of gallons used and this amount will be due by January 10, 2011. The new water rates will be as follows: $29.45 for the first 1,000 gallons used; $3.75 per 1,000 gallons used after the first 1,000.

The City would like to thank everyone for their patience during these last long four years. This will be an interesting and sometimes hard transition for all.

Iowa Receives Presidential Disaster Declaration

DES MOINES – Governor Chet Culver has received word that 29 Iowa counties have been granted a Presidential Disaster Declaration for Individual Assistance.

“I am pleased to see the Presidential Disaster Declaration for these counties,” Culver said. “We will continue to assess the flood-related damages and get Iowans the assistance they need to recover from the recent severe weather and flooding.”

The disaster declaration makes federal assistance available to affected individuals and families in these 29 counties. Disaster assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

The counties included in the declaration are: Black Hawk, Cherokee, Clayton, Decatur, Delaware, Dubuque, Fayette, Franklin, Hamilton, Howard, Humboldt, Ida, Jackson, Jones, Kossuth, Lee, Lucas, Lyon, Marion, O'Brien, Osceola, Ringgold, Sioux, Story, Taylor, Union, Warren, Webster, and Wright.

The State will ask for joint preliminary damage assessments to be conducted with FEMA and local officials in counties most recently impacted by the flooding and to request Individual Assistance be granted for those counties.

Residents and business owners who sustained losses in the designated counties may immediately begin registering for assistance online at http://www.DisasterAssistance.gov<http://www.disasterassistance.gov/> or by calling 1-800-621-FEMA(3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time). Applicants registering for aid should be prepared to provide basic information about themselves, details on insurance coverage, and any other information to help substantiate losses.

The declaration follows a visit to Iowa today by FEMA Region VII Regional Administrator Beth Freeman. Freeman joined Governor Culver on a tour of damaged areas in Des Moines and Colfax, and also made a stop in Oskaloosa.

"Today, I visited communities throughout central Iowa to get a firsthand look at the damages caused by recent flooding," said Freeman. "Citizens and entire communities have rallied together to fight the floodwaters and they should be commended. I also compliment the state and local officials who have worked quickly to provide residents with important commodities and taken other critical steps to protect life and property."

These 29 counties that have been declared for Individual Assistance will be added to the Presidential Disaster Declaration that authorized Public Assistance funding for 32 counties on July 29 and 18 counties on August 13. Public Assistance funds are available to state and local governments and certain private nonprofit organizations (including rural electric cooperatives and municipal utilities) for emergency work and the repair or replacement of disaster-damaged facilities.

*******Effective immediately - River Road in Montrose is closed to through traffic. Only local traffic and emergency vehicles are allowed to travel this roadway. River Road is one lane and the speed limit is 10 mph. Please exercise caution when traveling River Road. The City of Montrose reserves the right to immediately close River Road within the City limits if necessary.*******

City/Rathbun Water Project - Rathbun is currently constructing their tower on Hwy. 218 and running lines into Bluff Park. Lawson Construction will start installing meters and meter pits in early April (weather permitting). Hopefully, the City will connect to Rathbun in early fall. The City will also send bills with your meter readings for a couple of months. You won't have to pay the metered amount until we are sure all systems are go. Please DO NOT throw household garbage and dead animals in the recycle bins. These are for recyclables only. Continued use of the recycle bins in this manner will result in the loss if recycling priveleges for everyone. Please call or stop by city hall for a list of recyclables.

Farmer's Market

The Farmer's Market located on MRI grounds will open Tuesday May 19, 2009. Hours are 4:00 p.m. to 6:00 p.m. every Tuesday during the growing season.

The City Council is considering raising the speed limit on South 10th Street from 15 mph to 25 mph. Anyone interested in making a comment may attend the council meeting at 7:00 pm. on April 2, 2009.

June 9, 2008 - Water rates will be going up to $24.17 effective immediately. Also, all residents will now pay a $1.00 Integrated Waste Services Fee effective immediately. Your new utility bill will reflect this change and the total charges will be $60.62 due by July 10, 2008.
